5. What are the regulations for acquisition of the qualification of the Radio Officer or the General Operator's Certificate for ships?

? work in Japn Ship-machinery Quality Cotrol Association(JSQCA). We would like to study Ship Inspection Systems in USA by your help. So that, I am writing to you as a secretariat staff of the Special Study Committee on Ship Inspection S-ystem in Foreign Countries,and I would like to ask you favor to allow us to vi-sit your association and have a meeting with you in the end of October.
The purposes of this visit are;
I) To study the method of improving the level of quality control in ship equip-ments' manufacture by hearing(observing) manufacturing procedure;
2) To study the governmental system of safety test standard and certification for ship equipments;and
3)To exchange opinions and discuss ploblems on current situation and future prospects of ship equipments' manufactures.
The Committee has been organized by Japan Ship-machinery Quality Control
Association(JSQCA), which was established in 1971 and authorized by the Ministry of Transport as a non-profit organization. JSQCA, promoting The safety of ship through the quality control of ship equipments, consists of 250 companies of ship machinery and equipment manufactures and service stations.
The main duties of JSQCA are;
l)Making Guideline maintaining the quality control level of members' manufactn-reres.
